The National Tourism Alliance Charter

1. The tourism industry will together create a single tourism alliance of national industry groups.

2. The Alliance will focus wholly on tourism industry policy development issues of common interest to the membership.

3. The aim of the Alliance will be to promote a common industry policy position to the Government & Opposition and, where deemed necessary, the wider community.

4. The Alliance will have no standing responsibility for lobbying (unless determined by the Members), that responsibility will rest with each Member individually.

5. The Alliance will elect a Chairperson for a period of no longer than one year. Under no circumstances can the Chairman be elected from the membership of the group. The Chairman can nominate to seek re-election.

6. The Board of NTA will comprise:
• Independent Chairperson
• Tier 2 members (automatic)
• Tier 1 members (voted from membership) #
• 1 STIC representative (elected by the STICs) ##
• Deputy Chairperson — voted from within the Board

NOTE:
# If there are 3 TIER 2 members then 1 TIER 1 member is elected
If there are 4-6 TIER 2 members then 2 TIER 1 members are elected
## Automatic seat as long as a majority of STICs are members of NTA

7. There are two levels of membership of NTA

  • Tier One Membership will involve an annual subscription of $30,000 (inc GST)
  • Tier Two Membership of the Alliance will involve an annual subscription of $7,500 (inc GST)

Members will be responsible for their own travel and related expenses. Subscriptions will be reviewed on an annual basis.

8. The Alliance will meet on a quarterly basis in a central location and only the Chairman/President or CEO of each Member group will have a right of place (no proxies).


Policy Working Groups

9. The Alliance will have responsibility for establishing policy working groups to advise on positions of common interest.

10. The policy working groups will have no formal policy authority, except as an advisory group to the Alliance.

11. Each policy working group can comprise representatives from Alliance member organisations.

12. The Chair of the policy working group must be a member of the Alliance and the Chair’s organisation will act as Convenor of that group.

13. Each policy working group shall have no more than 10 Members, unless unanimously agreed to by the Alliance.

14. With Alliance approval, working groups can commission research at the equal expense of all Alliance members.


Membership

15. Membership of the Alliance will be limited to:

  • tourism groups that have membership representation in 3 or more States and Territories, OR
  • Have membership revenue in excess of $350,000 per annum or more than 1000 members.

16. If an applicant organisation fails to satisfy both criteria, they can still be admitted so long as they receive a unanimous vote of support by the Alliance membership.

17. No Government or Government related group can have voting membership of the Alliance. However, Observer Status can be granted to such groups as the ATC and the CEO’s Forum with a unanimous vote of support from the Alliance membership. Observer Status may be withdrawn at any time with the unanimous support of the membership.

18. The states are recognised as the national organisations in this context and are invited to participate on an individual basis. A representative of state constituent bodies can apply for membership. The rates for this membership is the same as that which applies to all other national organisations.

19. The Alliance will have corporate membership. Corporate members will not have voting rights.


Operations

20. The Alliance will engage an independent Auditor to manage the finances of the group. Full financial reports would be provided at each meeting of the Alliance.

21. The Alliance would indemnify the Members of the Alliance and its constituent bodies against any losses.

22. The Alliance would only engage in public commentary through the Chairman with the unanimous support of its Members, preferring each Member organisation to manage its own public affairs in a manner aligned with the objectives of the alliance.

23. No individual Member could make public statements in the name of the Alliance or as an identified Member of such.

24. An Executive Committee of the Alliance will be elected from within its Membership.


Voting

25. Each Alliance member will have one vote. No proxies will be accepted.


Secretariat

26. The Secretariat will have responsibility for arranging meetings, preparing agendas, taking minutes and liaising with the Alliance membership and policy working groups.
